Fix Bug Cannot Apply Theme After Windows Update

hi! not sure how to actually contact you, but I have win11 running on the insider ring and this fails to work for me. almost definitely due to an update from said insider ring but the theme only gets partially applied. happy to provide info and screenshots, my build version is 22H2 Build 22598.200 (winver) and another bit says Build 22598.ni_release220408-1503 (desktop watermark) long shot given i'm still waiting to get off the insider ring but if there's any possible fix that'd be awesome, i'm willing to try pretty much anything lol
